Successful Completion of Data Scale Project Phase 2 at Universal Bank: Building the Foundation for a New Generation of RegTech Reporting

Data Scale, a company specializing in the development and implementation of advanced digital solutions for the financial sector, announces the successful completion of the second phase of a large-scale project to build a corporate data warehouse (DWH) at Universal Bank. This phase, titled „Design and Development of the DWH for Customers, Accounts, and Related Reference Data,“ has become the first key step toward building a modern regulatory reporting (RegTech) system for the bank.

The work was focused on establishing a core data framework that will serve as the foundation for all subsequent reporting models. The focus was on critically important entities: customer information, accounts, balances, turnovers, and necessary reference data. As emphasized in Uzbekistan’s digital transformation strategy, building a reliable infrastructure for data storage and processing is a priority for government and financial institutions.

A Comprehensive Approach to Data Warehouse Architecture

During Phase 2, Data Scale specialists carried out substantial work covering all key aspects of data warehouse creation. Initially, a thorough analysis of the data source—the FIDO Automated Banking System (ABS)—was conducted. This made it possible to accurately determine the structure and specifics of the source data for its correct transformation.

Based on this analysis, a design solution for the DWH architecture and a physical data model were developed for three key layers:

  • Raw Data:A layer for receiving and storing raw data in its original form.
  • Stage: A layer for intermediate data cleansing and preparation.
  • DDS (Data Delivery System): A data mart prepared for use in reporting tasks.

To ensure reliable and efficient loading, detailed mappings (S2T — Source-to-Target) were developed, a CDC (Change Data Capture) tool was configured for the operational transfer of changes to the Raw Data layer, and DDL scripts and DBT models were prepared for data transport and transformation between warehouse layers.

Achieved Results and Strategic Significance

The main outcome of this phase was the creation of a robust and scalable foundation for the further development of the bank’s corporate data warehouse. On the test environment, automated data loading into the Raw Data layer was successfully implemented, and normalization and transformation processes for preparing data at the Stage and DDS levels were validated. This confirms the viability of the design solutions and enables the project to move to the next, even more critical phase.

Without a solid foundation of high-quality, structured customer and account data, it is impossible to build an effective and reliable RegTech system that meets the most modern requirements.“

The prepared design solution provided a unified architectural basis for all project participants, aligning expectations between the bank’s team and developers. The established foundation enhances data transparency, accelerates the preparation of subsequent domains, and forms a sustainable basis for the further development of the bank’s RegTech framework. This is particularly relevant in light of the Central Bank of the Republic of Uzbekistan’s plans to implement a new data management system by 2027, which involves storing customer, account, and transaction data in an automated format.

The completion of Phase 2 is an important step in Universal Bank’s initiative to transition to digital and standardized regulatory reporting. Previously, Data Scale successfully completed an IT audit and technology strategy development project at the bank and is also working on creating an integration bus, underscoring the comprehensive and systematic approach to digitalization. The current focus is on the consistent expansion of the data model, the development of the integration framework, and ensuring the full readiness of the warehouse for the tasks of the Central Bank of the Republic of Uzbekistan.
