Data Scale, a company specializing in digital solutions for financial institutions, has announced the launch of a large-scale project to develop and implement a Data Warehouse (DWH) for Universal Bank (Uzbekistan). The implementation of this project marks a significant milestone in the bank’s digital transformation and serves as a logical continuation of the long-term strategic partnership between the two companies.
In the initial phase, the project aims to fulfill an initiative by the Central Bank of Uzbekistan (RegTech), focused on the digital transformation of reporting collection and analysis. Its primary goal is to introduce unified data standards to enhance transparency in the financial sector, reduce the reporting burden on banks, and transition from manual checks to intelligent supervision.
During this first stage, the team will conduct source system reverse engineering, design and develop the data warehouse architecture (including the data mart layer for generating regulatory reporting), implement data quality controls, and establish data transfer mechanisms to the Central Bank.
In subsequent project phases, the solution will be scaled to enable advanced analytical reporting.
This project is part of the bank’s comprehensive technology development strategy, which was initiated earlier. In 2025, Data Scale successfully completed several key initiatives for Universal Bank, including an IT system audit, the development of a technology strategy, and the completion of the first phase of building an Enterprise Service Bus (ESB) to ensure seamless data exchange between internal services.

The launch of the DWH project signifies Universal Bank’s transition to a qualitatively new level of IT infrastructure management. The resulting architecture will enable the bank to respond flexibly to changing market conditions, rapidly launch new digital products, and maintain a high level of service for both corporate and retail clients.
